The Cottage Lots
The Pelican Harbour development consists of 128 cottage lots divided evenly
into three phases. Each cottage lot is at least 0.75 acres with a minimum
frontage of 100 feet and a depth of approximately 330 feet. There are two
kinds of lots available:

Waterfront Lots
These lots are located immediately behind the Lake Winnipeg shore. Waterfront lots have a beautiful clear view of the lake and nearby Black Island.

Wilderness Lots
These lots are located behind the waterfront lots. Wilderness lots are an affordable alternative to waterfront lots - they are close to the shoreline, and wilderness lot owners who own boats can purchase boat slips at the marina from Pelican Harbour.
Pelican Harbour is organized as a land condominium (registered as Winnipeg Condominium Corporation #344). When you buy a cottage lot, you automatically own a share of the development's large common areas in free-hold condominium title, such as roads, the marina, trails, and approximately 300 acres of natural forest behind the lots.
Setting Up Services For A Lot
Power and Telephone
Telephone charges are usually minimal (about C$200) since the developer has already paid telephone service fees up front. As for electricity, if you buy a lot where your neighbour already has power, your hook-up with Manitoba Hydro should be C$2500-$3000 depending on whether you choose underground or above ground wiring. If you're the first to bring power in, Manitoba Hydro will charge a higher fee (typically C$4500-$5000) and you will get a rebate when your neighbour hooks up.
Water and Sewage
There are a couple of options available for setting up water service. Most lot owners choose to build a well or share a well with other lot owners. A well drilled 150 feet deep typically costs around C$4000-$5000. Other lot owners have chosen to pump water out from the lake into a cistern, which is a cheaper alternative costing around C$2500.
Holding tanks are required to hold all sewage (including grey water) to ensure that no contamination reaches the lake. Pit privies, outhouses, and septic fields are not allowed.
Lot Preparation
Adequately preparing a lot for construction requires:
- Clearing brush
- Building a driveway
- Preparing the section of land on which the cottage will be built
Typically, putting the lot in a ready-to-build condition costs around C$5000.
Construction Time Limit
A cottage must be built on your lot within three years of purchase. The time limit, however, only applies to the cottage's exterior; the interior does not have to be completed within this time frame.
Taxes And Fees
Current realty taxes for an undeveloped lakefront lot is under C$175.00 per annum. A developed lot with a 1250 square foot cottage (built at a cost of approximately C$125,000) has total taxes, including school taxes, of under C$500.00 per annum.
Condominium fees are payable annually and are shared equally among all 128 lots. This fee covers the costs of on-site security and maintenance of common elements. Current annual fees are approximately C$450.00 per lot (approximately C$37.50 per month).
